    You’ll be joining our team in in the Oxfordshire Highways team as a Operations Manager. As the UK’s number one highway maintenance contractor, our teams use the latest innovations to create effective solutions. We offer a range of services including planned and reactive maintenance and highway improvement schemes.  

    This key role will assist the Business Director in the operational delivery of schemes and surface treatments, primarily by supply chain, ensuring compliance with the Contract and the Company’s Corporate Policies & Strategies. 

    The successful candidate will report directly to the Business Director and as a member of the Contract Leadership Team(CLT) will be responsible for planning, coordinating and ensuring efficient, cost effective, safe delivery of all schemes and surface treatments in accordance with the Contractor’s Plan and specification. The candidate will also contribute to the strategic development and growth of this contract.

    What will you be doing?

    You'll establish a proactive health and safety culture in line with MGH’s It Starts With Me initiative .

    You'll be responsible for the overall management of supply chain delivery for all works to be delivered and supervised by Schemes team, based in Drayton Depot.

    Working closely with the Commercial team, to manage all commercial forecasting, cost control and reporting to both OCC and M Group with a specific focus on change control and in-year budgets. 

    You'll represent the Schemes Team on the CLT and joint Governance Boards with Oxfordshire CC. 

    Acting as chair for relevant governance groups, e.g. Capital Finance (CFG), Programme Management Group (PMG).  

    You'll support Depot Ops Manager as Deputy Chair for Operational Management Group (OMG). 

    We'll expect you to proactively develop client relationships with senior staff and their wider team with clear lines of communication across client and supply chain. 

    You'll work closely with our Communications Manager and OCC to develop clear communication of works programmes for both Members and members of the public 

    You'll drive efficient delivery across works delivery, carbon reduction, biodiversity and social value, working with the wider team to implement and record operational improvements. 

    Identify relevant training and development for team members to ensure all are competent and motivated for the role expected from them. 

    Implement the relevant requirements of both the local and wider M Group quality systems within their area of responsibility.

    Ensure a regular and robust timetable of internal meetings are implemented with managers for which you are responsible.

    Manage contract Operational Performance Indicators, implementing improvement plans where required. 

    You'll act as Temporary Works manager Controller for the Contract. 

    What you’ll bring

    Key Skills & Experience  

    • Strong people skills with experience in managing large numbers of employees, customers and suppliers, 
    • A high level of emotional and social intelligence, 
    • Strong and demonstrable budget and cost management 
    • Understanding of financial and contract payment mechanisms 
    • Computer literate particularly with packages such as Microsoft Excel and Word. 
    • Extensive experience of resource planning, including use of ASTA Enterprise software 
    • Able to work to tight deadlines under pressure
    • Manage and prioritise own workload

    Skills, Experience & Qualifications 

    • NVQ Level 6 qualification in Supervision & Management 
    • SMSTS, IOSHH or similar 
    • Technical knowledge and experience in delivering Civils, Highways and Public Realm projects
    • A detailed knowledge of highway maintenance activities including surfacing, structural maintenance, surface treatments, drainage and bridge works. 
    • Safety, company procedures, legislation and practice. 
    • Quality Management (ISO 9001) 
    • Environmental Management 
    • Commercial knowledge & understanding 
    • Competent and recognised leader 
    • Strong and effective communicator
