What you’ll be doing
- Supporting and reporting to the Suffolk Highways Business Director
- Overall responsibility for the professional services provided by Suffolk Highways
- Collaborate with client and other Suffolk Highways teams, including construction, commercial and programme management, to deliver coherent solutions
- Reviewing and agreeing technical briefs for work
- Ensure work complies with required Health & Safety and Environmental legislation and internal quality standards and processes
- Senior focal point for internal customer liaison/communication
- Ensure effective utilisation and co-ordination of technical resources including professional services supply chain, including full P&L responsibility
Skills & Knowledge Requirements
- Implementation of group procedures and supply agreements.
- Provide ad-hoc support to tender process as required.
- Provide immediate support for reactive works in emergencies.
- Develop and maintain project specific procurement schedules, PQQ and subcontract registers.
- Source, select and negotiate with material suppliers ensuring the project/contract obtains best value and meets programme.
- Raising accurate purchase orders via Oracle ensuring relevant technical and commercial clauses are included.
- Obtaining quotations for materials to tight deadlines to meet tender return dates.
- Assist operational and finance teams to ensure invoices can be matched to purchase orders and paid within terms.
- Provide support, guidance and training to operational site teams, as required, to ensure all procurement routes and ordering processes are adhered to.
- Hold performance review meetings with key suppliers as required by the MGH contract/project KPI schedule.
- Lead the mobilisation of new projects as and when required.
- Provide support for MGH work winning activities as and when required.
- Provide absence cover to other MGH projects/sectors as and when required.
- Participate in the delivery of MGH specific supply agreements.
- Ensure that MGH governance is followed and discharged fully at all times.
- Provide ad-hoc support to tender process as required.
- Negotiation with suppliers for ad-hoc project requirements.
- Provide immediate support for reactive works in emergencies.
- Develop and maintain project specific procurement schedules, PQQ and subcontract registers.
- Support client and procurement working groups to highlight and deliver innovation.
- Deliver bulk procurement/framework agreements of high-volume high value materials.
- Local level supply chain management
What you’ll bring
- Ability to work on own initiative and prioritise workload to meet project/contract deadlines.
- Strong communication skills, both written and verbal.
- Computer literate including use of Excel, Word and purchasing systems.
- Extensive experience of negotiating with suppliers.
- Demonstrable experience of procurement in the construction industry.
- Degree level education or qualified by experience preferable.
- Ideally, membership of professional body (CIPS), or working towards.
